Reliefs & Exemptions

The valuation is only part of the bill.

Business rates liability can be affected by reliefs, exemptions and local billing decisions. CCA can review whether the current bill reflects the circumstances of the property and occupier.

A relief review sits alongside — but is distinct from — a rateable value review. The Valuation Office deals with valuations; local authorities administer billing and many reliefs.

Small Business Rate Relief

Review potential eligibility and how changes in occupation or property count may affect the position.

Retail, Hospitality & Leisure

For eligible English properties below £500,000 RV, lower RHL multipliers apply from 1 April 2026 instead of the previous annual RHL relief model.

Empty property

Consider the billing treatment where a property is unoccupied and whether the relevant empty-property rules have been applied.

Other reliefs

Review charitable, rural, supporting-small-business and other reliefs where the circumstances indicate they may be relevant.

2026 changed the structure for many businesses

In England, 2026 introduced lower permanent multipliers for qualifying retail, hospitality and leisure properties with rateable values below £500,000. That means some clients need to understand both the new rateable value and the multiplier applied by the council.

Transitional and supporting relief

Where a bill rises following revaluation, transitional relief may phase in part of the increase. Supporting Small Business Relief can also apply in specified circumstances where previous relief has been lost or reduced following revaluation.

Billing authorities administer relief

Relief entitlement and billing adjustments are generally administered by the relevant local authority. We therefore distinguish between valuation issues and billing issues rather than treating them as the same process.
